Scholar from South Africa speaks to Rotary

Dr. Sandra Swart, a visiting scholar at Texas A&M-Kingsville, was the guest speaker at the Noon Rotary Club this week. She is a professor in political science at the University of Stellenbosch in Cape Town, South Africa.
